It might say that anything is tableware which can be dished up. But people might feel unsure a mere flat plate without a rim, due to the possibility of such as sauce and food trickling from sides.
Only taking a pinch of all sides, a mere plate made smooth brim leading to oneself, and that fulfills it function as tableware.
